[Policy Board]
1.The Savings Insurance Act, the Act on Enhancement and Restructuring of Credit Business, and the Act on Corporation for Revitalizing Business stipulate the matters to be resolved by the Policy Board.
– Matters stipulated in the Savings Insurance Act
・Amendments to Articles of Incorporation, preparation of and amendments to Operational Guidelines, budgets and financing program, account settlement and any other matter which the Policy Board deems necessary
・Decisions of partial reimbursement of insurance premium and its conditions
・Decisions on and changes to insurance rates
・Decisions on payment of insurance and partial payment pertaining to Type I insurable contingency, and decisions on extension of the term for resolution on insurance payment
・Decisions on the payment term of insurance and partial payment
・Decisions on financial assistance
・Loan of funds for satisfying settlement obligation
・Decisions on purchase of savings and other claims
・Decision of estimated proceeds payment rate
・Decisions on the term of purchase of savings and other claims
・Decisions on the contents of agreement between agreed servicers and the Agricultural and Fishery Co-operative Savings Insurance Corporation (hereinafter “SIC”)
・Loan of funds for repayment of savings
– Matters stipulated in the Act on Enhancement and Restructuring of Credit Business
・Decisions on grants needed for amortization of preferred equity investment
・Decisions on entering into contract of compensation payment pertaining to guarantee insurance
・Transfer from the general account to the special account for earthquake-affected business
– Matters stipulated in the Act on Corporation for Revitalizing Business
・Capital injection to Corporation for Revitalizing Business
・Distribution of the amount equivalent to dividend
・Distribution of remaining assets of the account for revitalizing earthquake-affected business
2.The Policy Board shall be composed of not more than seven members, in addition to the President and the Vice President of SIC. The President shall be appointed as the Chairman of the Policy Board.
3.The President of SIC shall appoint members to the Policy Board from among persons with experience and expertise in agriculture or fishery and financial matters, with the approval of the competent ministers (the Commissioner of the Financial Services Agency, the Minister of Finance and the Minister of Agriculture, Forestry and Fisheries).
